The Civil Supremacy and democratic system


What is the civil supremacy?
The most talked and discussed topic in current Nepali politics is The Civil Supremacy. All most all the political parties are saying that The Civil Supremacy should be established in Nepal. But all of them are defining The Civil supremacy in different way according to their own political benefits. That is may be due to the Democracy. As the Democracy means the freedom of thinking and speaking and peoples are free to have their own opinions. But in general The Civil supremacy means supremacy of the citizens. That also means peoples hold the power. Peoples should have their civil rights. The civil rules should be made. But the peoples can not make the civil rules and can not implement them. So they need a system to rule them and guide them which is also known as government. The people of Nepal have selected the democratic system of government or parliamentary system.
What is the parliamentary system?
The parliament is the power house of parliamentary system. Peoples send their representatives to the parliament by the election process to represent them. They may be of political party or a free candidate. All the civil rules and other important decisions are made or taken by the voting system. To make any rules or take any important decisions, the matter should be placed in the parliament. If the 2/3rd Member of Parliament is in favor then it is passed. In the parliamentary system, every one should respect the voting result on any matter as they are done by the people representatives. And if anyone is opposing it then it will be against the civil supremacy. In the parliamentary system, the parliament is also responsible for the making of government. There are two ways of making the government.
Ø Government led by a single party: In this system, the party having the 51% of the total members of the parliament has right to form the government. In this system, the party will decide their Prime minister. The party has freedom to rule the country according to their agendas and programs. This type of government is stable and reliable.
Ø The collision government: It is not always necessary that a single party can have the 51% of the total members of the parliament. In that condition, it is very difficult to form a government. Some groups of parties combines together to form a government. Different parties have their different opinions, thoughts and political agendas, so it is very difficult to form an alliance. So parties compromise with their views and form an alliance. Then they build a common minimum agendas or programs to do by the government form by them. The selection of Prime minister is also done by the supporting parties and MPs. They together form the government and distribute the ministries with their understandings. The government and the Prime Minister is bonded to do the things with the understandings off supporting parties and MPs. If the Prime Minister is doing something out of the common minimum programs and not with the support of the supporting parties and MPs then they have the rights to withdraw their support from the government. In that case if the government lacks the required no of MPs in their support then the government will be dismissed and decision taken by the government or Prime Minister on that particular matter will be rejected.
The constitution and the laws are made by the people’s representative in the parliament. Everyone should have to follow the laws and the constitution even the makers, the rulers and the citizens. If anyone of them are opposing it and doing the things against the law and constitution will be culprit and should be punished. The action taken or decision made against the law and constitution will be called against The Democracy and Civil Supremacy.
